Vehicle-Grid Integration Council and Smart Electric Power Alliance’s Utility Collaboration Forum Releases Report on the Value of Vehicle-Grid Integration Programs

SACRAMENTO, Calif. – Developed through the Utility Collaboration Forum, the Vehicle-Grid Integration Council (VGIC) and the Smart Electric Power Alliance (SEPA) have released an important new resource: Valuing Vehicle-Grid Integration Programs: A Tool for Improving Energy Affordability through EV Grid Services. This report examines how utilities, regulators, and industry stakeholders can assess and operationalize the value of vehicle-grid integration (VGI) programs and services, and provides six key recommendations.
“As utilities and regulators look for new ways to improve energy affordability, vehicle-grid integration is becoming an increasingly important part of the solution. This report establishes a clear conceptual framework for valuing VGI programs and offers practical guidance to move beyond pilots and toward scalable grid services that deliver real system benefits,” said Zach Woogen, Executive Director of VGIC.
“Vehicle-grid integration is ready to scale beyond pilots,” said Garrett Fitzgerald, Senior Director of Transportation Electrification at SEPA. “With energy affordability top of mind for stakeholders across the energy landscape, we offer actionable insights for transitioning EVs from a new load to a powerful cost-saving asset.”
VGIC and SEPA will host a webinar on Thursday, June 18th, 2026 at 10AM PT with leading utility and industry experts from Pacific Gas & Electric (PG&E), Puget Sound Energy (PSE), and Rivian, who will discuss how this resource was developed and the key recommendations. Continuing the Collaboration and Implementation
To continue building on this momentum, VGIC and SEPA have partnered again to co-lead the UCF through a revamped format. The UCF provides a dedicated platform for utilities and industry leaders to shape the industry, address technical and policy challenges, co-develop resources, and connect with VGI market makers to explore the most pressing opportunities in the VGI space. The 2026 UCF will focus on developing additional resources, fostering deeper collaboration between stakeholders, and refining our understanding of VGI’s future for utilities.
UCF sessions will include:
Virtual sprint cycles that include facilitated meetings featuring experts engaged in real-world VGI implementation to tackle specific technical, regulatory, and market challenges.

Engaging New Utility Partners
In 2025, participating utilities included BC Hydro, Consolidated Edison, Hawaiian Electric, Pacific Gas and Electric Company, Puget Sound Energy, and Southern California Edison, as well as VGIC Associate Members Clean Power Alliance (CPA), Holy Cross Energy, Los Angeles Department of Water & Power (LADWP), MCE, Sacramento Municipal Utility District (SMUD), and San Diego Community Power.
For 2026, VGIC and SEPA are thrilled to already welcome Portland General Electric and Southern Company to the list of participating utilities. VGIC and SEPA invite additional utilities to join the UCF and contribute to shaping the future of VGI implementation ahead of our upcoming June 2026 kick-off.
